Selectmen’s Meeting Minutes
Tuesday – October 16, 2007 – 6:00 pm
Present: Chairman, Aaron Kullgren; Selectwoman: Karen Day; Selectman: Jarvis Adams, IV
Debra Davidson, Administrative Assistant taking minutes
6:00 pm - The meeting was called to order at Crotched Mountain at which time several Town employees & residents were present. Employees from Crotched Mountain provided those present with a tour of the wood chip plant, which was recently built. After the tour, Donald Shumway offered a time for questions & answers.
Meeting adjourned at 7:30 pm.

The Board of Selectmen opened the Request for 2006 & 2007 Mapping Service proposals. There were two proposals submitted by the following mapping companies:
· Cartographic Associates, Inc., Littleton, NH – cost for 2006 updates $1,375.00; 2007 updates $1975.00
· Terra-map – Enfield, NH - 2006 updates $ 2,800.00; 2007 updates $2,200.00
Motion was made by Selectman Adams, Seconded by Kullgren to award the contract to complete & update the Town of Greenfield, 2006-2007 mapping services to Cartographic Associates, Inc. Voted: Kullgren, Yes; Day, Yes; Adams, Yes – Voted in the affirmative.
A brief discussion followed.
Decision: To award Cartographic Associates, Inc. the responsibility of 2006 & 2007 mapping maintenance services. Deb will send letters to both companies notifying them of this vote.
The Board of Selectmen opened the Request for 2006 & 2007 Assessing Services proposals. There were 7 proposals submitted for Assessing Services.

o Vision Appraisal – declined the offer
o Granite Hill Municipal Services
o Granite State Municipal Services
o Avitar Associate of NE, Inc.
o Cummerford, Neider, Perkins, LLC
o Cross Country Appraisal Group, LLC
Chairman Kullgren asked that it be noted for the record, the Board will begin employee evaluations next week. There are four employee’s for the Board to evaluate; the week of October 30, the Board would like to start reviews, their first review will be with Chief Giammarino, after completion of Giammarino they will proceed with Highway, Parks & Rec., & Administration. Deb was instructed to draft a letter to the three departments noted. Included in the memo will be copies evaluation sheets for employees to do a self-evaluation, a schedule that will bring us into November for formal annual reviews. The procedure should be as follows: Supervisors need to do their own evaluation and be prepared to discuss it with the Selectmen at the scheduled appointment with the Selectmen; the department head should
also assess their employees. This evaluation must be complete & be presented Selectmen no later than November. 15, the evaluation should include recommendations for the board to consider regarding salary increases and job responsibilities.
Other Business:
Recycle Position – Selectmen discussed the following with regards to the recycling center
· Discussed the part-time recycle position, the fact that the hired part-time employee has begun working full-time. Selectmen have not authorized this, the employee is to be told this is a part-time position unless the Board instructs otherwise. No more than 20 hours/week is to be worked at this time.
· Deb asked if the position should have prior approval for overtime and if so who approves the overtime. There was no overtime budgeted and the new employee did have overtime the last two weeks. Selectmen discussed this, there has been no overtime authorized, Federal Labor Laws mandate the payment of overtime, however the employee should be reminded this position does not warrant overtime.
· Computer and/or a printer – This purchase will not be made until authorized by the Board of Selectmen.
Deb was instructed to contact Susie Mansfield, meet with her and discuss a future vision of our center
Crosswalk –
· Follow up on request for new paint on crosswalks – Deb has contacted the State who will get the current crosswalks repainted as soon as possible. If there are any new crosswalks wanted, the protocol is the Board of Selectmen need to craft a letter and submit it to NHDOT for consideration.
Inspection Station Application
· Nothing has been sent to the town via mail or e-mail for the Fulton inspection station. Follow-up will be made on Wednesday morning.
With no further business the meeting adjourned at 9:15 pm – The next scheduled Selectmen’s meeting is Thursday, October 23, 2007 at 6:00 pm.
